On October 30, 2025, The State of Kentucky Supreme Court issued an “Official Notice” that The Court is considering adopting a new Rule of Appellate Procedure involving providing a notice to the State of Kentucky Attorney General when the Constitutional validity of a statute is at issue.
The proposed amendments are included immediately below verbatim. Please note, the highlighted portions appear in the original Official Notice. Please also note, RAP stands for “Rule of Appellate Procedure,” and is to be distinguished from Eminem’s RAPping.

Written comments to the proposed amendments are due by Monday, December 1, 2025.
